The Directorate of Administration deals with budget related matters of Council, Expenditure, procurement of goods and services at ICFRE HQ , compilation of demand and expenditure of the council for submitting to MoEF & CC New Delhi. The general administration at ICFRE HQr, maintenance of IT infrastructure and provision of IT services to Hq. and the Institutes , Statistical support to Institutes is also looked after by Directorate of Administration.
The directorate controls operation of three Administrative Divisions namely General Administrative Division and Finance headed by ADG (Admin.), Information Technology Division, headed by Scientist-E and Forests Statistics Division also headed by Scientist-E. The details of works handled by the respective divisions are as given below :
The Administrative work is broadly divided into seven sections namely DDO, Budget, Store Section, General Administration and Civil Works, Procurement, Maintenance of Vehicle, supervision of Van Vigyan Bhawan, New Delhi. The details of works handled by each section are as given below.
i. DRAWING AND DISBURSING OFFICE:-
Matters related to disbursement of Salary and Allowance in ICFRE Hqtr., maintenance of Service Books & leave accounts, etc., processing of pension cases, maintenance of accounts of receipt and expenditure in ICFRE Hqtr., are dealt by Drawing and Disbursing Office.
ii. BUDGET SECTION:
The budget section deals with the preparation of budget estimates for submission to MoEF&CC, allotment of funds to the Institutes and Centers , compilation and monitoring of expenditure of ICFRE, re-appropriation of plan funds at ICFRE level and co-ordination in the preparation of the balance sheet of ICFRE.
iii. PENSION CELL:
The Pension Cell discharges the duties like disbursement of terminal benefits to officers/ officials of the Council, Issue PPOs, Pensionary benefits, maintenance of GPF records and balances, and all matters related to New Pension Scheme. The ICFRE Pensioners Health Scheme also functions as a part of Directorate of Administration to take care of health scheme of the Pensioners of the Council.
iv. GENERAL ADMINISTRATION AND CIVIL WORKS:
The section deals with maintenance and upkeep of premises of ICFRE Hq., Civil and Electrical infrastructure related matters of Institutes and the Centers , purchase of equipment and other items which involve foreign currency .
v. PROCUREMENT SECTION:
The section deals with tendering for procurement of goods and services at hq, process the tender for printing work of ICFRE Annual Report, Hindi Magazine Taruchintan, ICFRE Newsletter and Vaniki Samachar etc.
vi. STORE SECTION:
The section deals with the purchase and supply of store items, maintaining their inventory, disposal of obsolete and unserviceable items etc.
vii. VAN VIGYAN BHAWAN, NEW DELHI:
Van Vigyan Bhawan, at Delhi was established in the year to 2002. The facility is very important not only for the employees of council but also for State Forest Departments , Forestry universities & Colleges and Forestry organizations in the country as many officers and scientists academicians stay here during their visit to Delhi. The office of the Van Vigyan Bhawan serves ICFRE to maintain its liaison with the MoEF&CC.
viii. VEHICLE SECTION AND GENERAL MAINTENANCE:
The section deals with upkeep and day to day maintenance of Pool Vehicles of ICFRE. The general upkeep and maintenance works like maintenance of ICFRE Building, cleaning, arboriculture, Electrical and A.C. etc is also done by the section
