Forests and Climate Change
:  

  The Forest and Climate Change Division is implementing its mandate by the following process:

  • As observer organization, providing technical advice on forests and climate change issues to the Conference of Parties (CoP) and Subsidiary Body for Scientific and Technical Advice (SBSTA) of UNFCCC.

  • Coordinating activities with the Ministry of Environment and Forests, Government of India on climate change, LULUCF, CDM and REDD+ related issues.

  • Coordinating climate change related activities within ICFRE Institutes.

  • Strengthening the synergy between the Council and its regional institutes to enhance the technical knowledge.

  • Developing comprehensive Climate Change programme for the organization through stakeholders� involvement.

  • Strengthening institutional framework and build capacity to implement Climate Change strategies.

  • Imparting scientific and technical assistance to end user to benefit from opportunities arising under CDM and REDD+ mechanism through technology developed by the Council for emission reduction.

  • Identifying collaborative opportunities with Government of India, State Governments and international organizations for tackling climate change.

  • Carrying out Trainings/ Workshops on Forests and Climate Change.

  • Developing policies, programs and projects for climatic change and forestry sector in India

Monitoring and Evaluation Division

Monitoring and Evaluation Division deals with reviewing and evaluation of all the ongoing research projects of ICFRE institutes and suggests corrective measures for timely completion & achieving the objectives with perfection with overall objective of improving the quality of research.

 

 

 

 

 

Procedure:  

1.  Annual Review of ongoing Research Projects at ICFRE

  • The Annual review progress of research projects are carried out by ADG  (M&E) by visiting the institutes or through video conferencing.

  • ADG (M&E) submits the review comments to DDG (Research) for perusal and modification.

  • The comments / Corrective measures thus suggested are communicated to the Director for compliance.

  • Action Taken Report (ATR) on the Annual Review submitted to ICFRE.

2.  Six Monthly / Half Yearly Progress Report  (HPR) of Monitoring of research projects at Institute level by the Director of the Institute.

  • To ensure proper implementation for timely achieving the objectives of ongoing research projects, the progress of the research projects is being monitored on half yearly  basis  for ending 30th September  of the year by the Director of ICFRE institutes.

  • Information in prescribed format of HPR on progress of research projects for Half yearly is submitted to ADG (M&E) for timely achievement of the objectives and perusal to DDG (Research).

3.  Scrutiny of Project Completion Reports (PCRs) as per Format Guide of ICFRE Project Completion Report.

Total 393 ongoing and completed research projects were reviewed and corrective measures were suggested to expedite the physical and financial achievements for timely achieving the objectives of the projects. The Annual Review Reports have been communicated to all Directors of the ICFRE Institutes to take follow up action on the observations made in the report. 

Total 93 ICFRE plan funded and 33 externally aided projects were completed during 2012-13.  Total 18 ICFRE plan funded and 8 externally aided projects have been initiated during 2013-14.  Total ongoing research projects of ICFRE are 293 i.e. ICFRE plan funded projects are 228 and externally aided projects are 65 for 2013-14.

The Annual Review Reports have been communicated to all Directors of the ICFRE Institutes by March, 2013 to take follow up action on the observations made in the report. 

 

Total 87 ICFRE plan funded and 33 externally aided projects were completed during 2011-12.  Total 60 ICFRE plan funded  and 14 externally aided projects have been initiated during 2012 -13.  Total ongoing research projects of ICFRE are 394 i.e. ICFRE plan funded projects are 320 and externally aided projects are 74 for 2012-13.
